Are you putting together your application to get registered as an Associate Professional Clinical Counselor in California? If you attended an out-of-state school including an online program, then you will need a 12-hour California Law & Ethics class.
Or, if you’re already licensed in another state and you’re applying for reciprocal licensure in California, you will also need to fulfill this requirement of a 12-hour California Law & Ethics class.
This 12-hour California Law & Ethics class meets the requirements of the California Board of Behavioral Health for all mental health license types, as specified in California Business & Professions Code § 4980.72, 4980.78, and 49996.17, among other sections of the California code.
Everything in this class is focused on practicing as a clinical counselor or other mental health professional in California. The course content is updated and current as of mid-2026 — you’re getting the latest information here on all the recent law changes and nuances for practicing in California.
Some portions of the first module, Practicing as a California Counselor, are tailored specifically to counselors – clinical counseling trainees, registered associates, and licensed counselors in California. If you are seeking licensure as an LMFT or LCSW, this class will also meet the BBS requirement for you! The instructional part is centered on counseling which has some nuances and differences from other licenses. Written materials covering the specifics for each of these three license types are also included. If you are seeking licensure as LMFT or LCSW you’ll want to refer to those materials carefully to understand the specifics for that license. Those pursuing dual licensure as both LPCC and LMFT only need to take one 12-hour California Law & Ethics class. This class satisfies the requirement for all three license types in California.

All modules will also be available separately, and all are accepted as Law & Ethics CE training by the California BBS.
Important Notes: Please Read
- As of early July 2026, this course is still under development. All modules to earn the 12 hours of continuing education credit will be published by September 30, 2026. If you are planning on submitting your Associate registration application before that date, you will not be able to complete this 12-hour class with us on time. You need to get this requirement met elsewhere.
- All license types, practicing in any state, are welcome to take these California L&E courses, including California LMFT and LCSWs, and you will earn law and ethics CEs upon completion. The California BBS accepts CEs issued by Resonant Equity, based on our Approved Continuing Education Provider status with NBCC. If you are in another state, you’ll need to confirm if NBCC-authorized CEs are accepted by your state licensing board.
- CE certificates are generated separately upon complete of each of the modules. If you purchase thie full class, you will keep ALL of the individual CE certificates to demonstrate that you have completed the full 12-hour California Law & Ethics requirement. Each CE certificate will indicate that it is part of the 12-hour requirement.
- Six of the modules are completely relevant to all license holders practicing in California. However, a portion of the 2-hour Practicing Counseling in California training is particular to counselors under the LPCC license. The licensure requirements and scope of practice for LMFTs and LCSWs are not covered in lecture, however they are provided in the course materials for self-study. The class meets the BBS requirement for all license types, and for those who will be practicing as LMFTs or LCSWs (including dual licensure), it is your responsibility to study the differences and know your scope of practice and unique regulations based on these learning materials. We are specifically tailoring this course for LPCCs because there is a gap in the educational marketplace of resources provided for California counselors that Resonant Equity strives to fill. This is the only course in the entire course catalog of continuing education we offer that has this distinction.

For “live” programs offered on Zoom, participants must attend the full duration of the training and complete a course evaluation at the end in order to earn a CE certificate. For on-demand programs, participants must complete all lessons in the module, including watching videos and engaging in exercises, plus pass a post-test at the end and submit the course evaluation, in order to earn a CE certificate.
